Duties Applicable to All

General Responsibilities

&#61607;	Support the delegation for the assessment of recruitment and the writing/updating of job descriptions and evaluations for both local staff and international delegates.
&#61607;	Develop the HR systems and tools for the creation of a large-scale delegation, including the development of systems and policies for recruitment (local and international), planning, performance evaluation, and administration.
&#61607;	Ensure that clear and transparent procedures and systems for position descriptions, performance evaluations, disciplinary measures, grievance procedures and the general administration and management of delegates and local staff are in place, maintained, and monitor adherence to them.

The Human Resources Manager is responsible for providing overall management and leadership for Human Resources support to the Haiti Operation. He /She is an integral member of the Human Resources Team and is accountable, under the direction and guidance of the Country Representative - Haiti, for ensuring efficient and effective human resources support for the delegation. He/she is a member of the delegation Senior Management team and provides advice and counsel to the Country Representative and all other members of the team. 

Duties Applicable to All

	Actively work towards the achievement of the Delegations goals.
	Abide by and work in accordance with the Red Cross Red Crescent principles.
	Perform any other work related duties and responsibilities that may be assigned by the line manager.

Key Responsibilities

1) Development and implementation of strong support and management systems for effective and efficient Human Resources Management within the delegation. 

- In close collaboration with the Overseas Personnel Unit in Canada, establish the HR function within the delegation and provide guidance and support to delegation staff in all functional areas of HR.
- Provide support and guidance to the HR delegate in the development and implementation of local HR policies & procedures, including remuneration and benefits applicable to national staff. Ensure close coordination with the Haitian Red Cross and other movement partners. 
-Foster a working environment where good partnerships are established and in which processes are participatory, transparent and impartial, and facilitate information-sharing within CRC and with external partners with regards to good HR management practices. 
- Set up the Delegation systems including R and R, accommodation, transportation etc, ensure  correct application and review the rules on a regular basis, according to the evolution of the situation in the different locations of the operation.
- Monitor and support initiatives related to delegate wellbeing. 
- Provide support and guidance on the recruitment of Delegates.  In consultation with Overseas Personnel ensure procedures are in place to support the process of delegate recruitment and placement. 

2)  Team supervision and coaching

- Focus the Human Resources Team to ensure alignment of the human resources function with priorities and objectives.
- Ensure the Human Resources Team is adequately resourced with competent personnel who are properly
recruited, trained and managed.
- Support and mentor the HR Delegate and the national human resources team to ensure the quality of HR services.  
- Support and mentor the Visits Coordinator to ensure effective systems of managing visitors and new arrivals to the delegation are developed and effectively implemented.   


3)  Performance Management

- Contribute to the nurturing of a working environment which enables effective performance and compliance of set standards of conduct and discipline.
- Ensure the implementation and compliance of the Staff code of Conduct for national staff and delegates.  
- Advise and provide timely and accurate human resources information to the team, assisting managers to make informed decisions and coaching them on good HR management. In consultation with overseas personnel provide guidance on the interpretation and application of HR policies. 
- Support the development of a training and development plan for staff.  Ensure essential training is completed (eg: Code of Conduct and Introduction to the movement) and develop a strategy for staff capacity development.

4) Planning & Reporting

-	Provide guidance and support to senior management team on ensuring appropriate HR capacity within the delegation to ensure operational goals are met.  Support the development of systems to support capacity gaps, such as short term domestic volunteers.
-	Ensure an organigram is developed and regularly updated for each location and provide support and guidance to managers on staffing projections and planning. 
-	Regular contribution to meetings and reporting for the delegation.


QUALIFICATIONS:

	Professional certification or education in human resources is required or an equivalent combination of education and experience.
	Demonstrated commitment to the principles of the RCRC Movement; previous RCRC Movement experience an asset.    
	A minimum 7 years field experience in an HR capacity in a post disaster recovery environment is preferred.
	A minimum of 5 years experience in HR systems development, recruitment and selection, contract administration, total compensation, employee relations, health and safety and performance management, with some of this experience in a managerial role.  
	Demonstrated experience in mentoring staff and volunteers, and providing HR guidance and support in accordance with HR best practices.

	Under the functional guidance of the Logistics Coordinator, implement the required logistics tools, systems, and resources for the set up of the CRCS delegation in the Port-au-Prince office.
	Implement and maintain Red Cross Red Crescent standard practices in logistics procedures.
	Provide technical support in the establishment and maintenance of the CRCS delegation.
	Procure goods and services on behalf of the Port-au-Prince office, and maintain all documents to full audit standards for goods and services procured.  
	Follow any incoming goods to ensure their timely receipt and provide timely advice and technical support on logistics issues to other departments, units and services within the Port-au-Prince office.
	Produce regular, timely and accurate narrative and financial reports to the Logistics Coordinator. 
	Liaise with international, governmental and non-governmental organizations and collaborate where appropriate.
	Train and mentor national staff, with the active transfer of knowledge and responsibility including training and testing of staff on protocols, security procedures and all other standard operating procedures. 
	Support warehouse activities in the field locations as directed by the Logistics Coordinator. 

Responsibility 2  Procurement

	Follow and maintain the delegation procurement practices and updating these, as may be necessary, always keeping records in compliance with full audit trail standards.
	Obtain quotations, preparations of comparative bid analysis and in purchasing goods after authorization and ensure that all purchased goods meet CRC standards and are fit for their intended purpose. 
	Assist local staff in obtaining quotations, preparations of comparative bid analysis and in purchasing goods after authorization. Organize delivery to field offices in a timely and cost effective manner.
	Ensure, through close collaboration with IFRC, that the best sourcing strategy is used.
	Identify and maintain accurate supplier information for regularly-purchased items; keep informed of local
market conditions and establish and maintain good working relations with suppliers and inspection companies.
	Arrange for proper inspection and follow-up of procured goods, and coordinate custom clearance for imported goods.
	Ensure before starting up the procurement process that requisitions are fully coded, specified, budget limit, and to ensure that all requisitions are signed by authorized persons.
	Create and maintain distribution schedule in cooperation with all stakeholders based on operational needs and in accordance with the schedule of receiving shipments with goods and materials for shelter and programs


Responsibility 3  Fleet Management
	Directly manage fleet of vehicles based in Port-au-Prince, and ensure the effective management of vehicles, trucks and other fleet based in the Field Offices. 
	Set up and manage the efficient and reliable maintenance system of all fleet assets,
	Plan and manage commercial fleet/transport contracts,
	Maintain accurate fleet database covering vehicles, trucks, motorbikes and generators and develop proper filing system related to drivers and vehicles.
	Set up and maintain tracking system and prepare reports to Logistics Coordinator on mileage, fuel consumption, all fleet costs, usage of vehicles by Teams, etc 
	Establish and manage the fuel supply system and ensure proper monitoring of fuel taken, reconciliation and payments to fuel providers and set up the emergency fuel stock system
	Ensure that all contracts, insurance and registration for all vehicles, trucks and motorbikes are up to date,
	Manage and monitor security procedures covering the usage of vehicles, key control, fuel consumption, radio communication, control of fleet and movements according to Federation standards,
	Conduct road assessment where necessary and suggest alternative means of transportation 


Required Qualifications:
	Degree in a related discipline or an equivalent combination of education and experience. 
	Previous Red Cross Red Crescent (RCRC) Movement experience or a demonstrated commitment to the principles of the RCRC Movement.    
	Excellent communication skills, both verbal and written, in both English and French are mandatory. Language testing will be administered.
	Demonstrated experience in logistics functions a post disaster context.
	A minimum of 3 years experience working in post disaster recovery programming is preferred.

<title><![CDATA[Shelter Construction Delegate]]></title>

	Supervise the preparation of sites for shelter construction, including grading, rubble clearing/removal and minor demolition, as required. Ensure that proper procedures and practices are followed on all CRC construction sites.

	Ensure health and safety of the workers according to the CRC-Haiti Construction Safety Policy. Conduct or manage Safety Training of new hires and site personnel as required according to the Policy. Ensure that the Site Supervisors are administering the Safety Policy as a priority of site activities.

	Manage the Daily Site Construction Reports and feed relevant data to Shelter Manager on daily basis for project monitoring. 

	Review and sign off on Certificates of Substantial Completion and other documents required in management of construction crews, as presented by Site Supervisors. Carefully monitor crew work time and Daily Construction Reports. Ensure that all payment-related documents are properly logged in the finance and Data Base system.

	Assist Shelter Manager in ongoing scheduling of work. Inform the Shelter PM of material, tool and labour needs as required in order to facilitate project schedule. 

	Ensure ongoing management and training of Site Supervisors in all aspects of Quality Control and ensure that every shelter and other structure built by the CRC meets specifications. Assist in recruiting, training and mentoring local construction teams as required.

	Ensure that established CRC processes for hiring and paying local construction teams are carefully followed.

	Receive and report to the Shelter PM on all community grievances related to shelter construction activities.

	Work with the Shelter PM, the Haitian RC and all relevant authorities regarding appropriate siting of the shelters on beneficiary land or other land. 

	Ensure that site preparation/rubble clearing has been carried out to the satisfaction of the beneficiary and to the extent that drainage needs of the plots have been taken into consideration before work commences.

	Advise the Shelter PM on the evolution of design and construction methods needed to meet local conditions and community needs. 

	Coordinate closely with the logistics team to ensure timely transportation of shelter materials, tools and equipment to work sites. Assess the quality and condition of shelter materials arriving on site. Ensure that they meet specifications and coordinate with Logistics as required. Report on damages and quality issues to Shelter PM. Ensure security of materials on site prior to construction crew start-work and between finish of work and Beneficiary Handover.


QUALIFICATIONS:

	Fluent in both French and English (written and spoken) is preferred (Fluency of Creole an asset).
	A minimum of 5 years experience in similar construction project management, with strong experience as working supervisor/foreman. Experience in and sensitivity to international/intercultural context is essential.
	Experience in training construction workers.
	Relevant professional certification an asset.
	Experience of managing and supporting staff as well as building a good team.
	Experience of working for the Red Cross/Red Crescent or for a humanitarian aid organization in housing construction in a developing country and post-disaster environment preferred.

Under the guidance and direct supervision of the Head of Programming, Haiti Delegation and with technical guidance from the Creating Safe Environments Technical Advisor in Canada, the Violence Prevention Coordinator based in Port-au-Prince will be responsible for the assessment, strategy, proposal, and program development of the Violence Prevention initiative.  This includes: risk assessment; development and implementation of policies, procedures and programs; education of personnel; and monitoring of initiatives to prevent violence. This position will build the capacity of the Canadian Red Cross delegation, the Haitian Red Cross and Red Cross Red Crescent partners, and local communities to integrate the prevention of violence, especially against children and women, as cross-cutting issues into all their programming and services plus develop stand-alone projects as appropriate.

3.	Develop a comprehensive violence prevention strategy for CRC operations in Haiti that includes short, medium and long-term goals to enhance violence prevention within the Red Cross operations and within target communities.

4.	Provide technical guidance and advice for the implementation of violence prevention initiatives within CRCs Haiti operations.

5.	Facilitate awareness and educational sessions on violence prevention to CRC personnel, including local staff and partners.

6.	Provide technical advice and support to CRC delegation in identifying stand-alone violence prevention initiatives, 

7.	Provide technical advice and support to the Haitian Red Cross, and Red Cross/Red Crescent National Society partners on the prevention of violence against children and women, strategic issues for integrating violence prevention as a cross-cutting issue and monitoring of integration for quality and effectiveness. 

8.	Provide technical advice and support to develop and enhance the capacity of Haitian Red Cross personnel on violence prevention issues, in collaboration with other CRC colleagues. 

9.	Liaise with the International Federation and the ICRC to share information, coordinate initiatives, and collaborate as appropriate.  

10.	Liaise with local and international humanitarian agencies to share information and resources and collaborate as appropriate. 

11.	Compile, analyse and share lessons learned and best practices on violence prevention initiatives within Haiti.

	Experience and/or knowledge in project design, proposal writing, budget, monitoring, evaluation and reporting. Demonstrated ability in networking and developing relationships with various partners and stakeholders. Experience with program management, coordination, development and implementation;

Environmental Scan / Working Conditions

Challenging working conditions in disaster affected communities; the candidate should be in good health with no medical conditions that could restrict their duties, especially field movements. While the position would be based in Port-au-Prince there will be regular field visits and stays in the other parts of the country.

	To ensure the correct storage and rotation of stocks, as well as proper structural maintenance of warehouse(s) in view of  maintaining all stocks in good condition.
	To implement and maintain security and safety procedures and systems. 
	To maintain accurate stock records and controls at all times; provide weekly and monthly stock reports to the Logistics Coordinator and advice on warehousing issues that affect the overall logistics operation.
	To organize local labour to effect the timely and efficient reception and dispatch of goods within the warehouse.
	To liaise and maintain timely communications with relevant delegation units, departments and services to ensure the timely and efficient receipt and dispatch of goods from the warehouse(s) in support of their activities.
	To support, train and develop National Society staff, daily labour and volunteers. 
	To liaise with relevant international, government and non-government organizations and collaborate with them where appropriate.
	To produce regular, timely and accurate narrative and financial reports as required. 


QUALIFICATIONS
	Warehouse management  at least 3 years
	Formal education to secondary level or technical qualification in logistics
	 IMPACT training course or equivalent knowledge
	Experience recruiting, training and managing
	Working for the International Red Cross and Red Crescent Movement
	Working for a humanitarian aid organization in a developing country
	Proficient in basic computer software programmes (Windows, spreadsheets, word-processing)
	Valid international driving licence (manual gears)
	Advanced knowledge of written and spoken French and working knowledge of English. Creole knowledge an asset.
	Knowledge of Haitian context and field experience are an asset.
